Thank you for your question, which we covered in yesterday's LIVE Q&A session. To recap:

 

When 'people' is the plural of 'person', you must use a plural verb: These people are .... 

When 'people' is a synonym for 'ethnic group', then it is a countable noun, and you can say 'a people' (+ singular verb) and 'peoples' (+ plural verb).

 

This second meaning is not commonly used. So, consider 'people' to be plural 99% of the time.
