To recap: When 'people' is the plural of 'person', you must use a plural verb: These people are .... When 'people' is a synonym for 'ethnic group', then it is a countable noun, and you can say 'a people' (+ singular verb) and 'peoples' (+ plural verb). This second meaning is not commonly used.
