This expression means: In order to achieve something worthwhile, you need to take some risks.

There's a similar expression that starts with 'who'. Let's see if some of you have heard it:  'Who .............  ............'

I've only found that one: "Who risks nothing, has (or gains) nothing", but it has more than three words so I know it's not the good one.

There's also this funny one: "No guts, no glory" :D
