The tense of a Passive sentence is the tense that the verb 'be' is conjugated in. 'are' is the present simple tense of 'be':

The windows are cleaned every day.

If you want to say that the action is complete, you should say:

The windows have been cleaned. / The windows were cleaned yesterday. >> The windows are CLEAN now.
